Central Induction Policy (CIP)
Background
Central Induction Policy (CIP) introduced by the Punjab Department of Health in May 2016 aimed to revolutionize the selection process for doctors entering specialized training in hospitals.
Despite facing considerable opposition and protests from young doctors, the policy was implemented, signifying a significant shift in the traditional method of selecting candidates. CIP brought about a structured approach to candidate selection, incorporating various criteria such as house job experience, entrance exam performance, and research involvement.
Additionally, the policy introduced new criteria to promote engagement in research and community work, reflecting a broader vision for medical education. Unlike the previous system, which relied primarily on exam scores, CIP sought to provide a more holistic evaluation of candidates.
However, the lack of feedback from stakeholders raised concerns about the policy’s effectiveness and prompted the need for comprehensive data collection to assess its impact accurately.
Understanding postgraduate perceptions of CIP is crucial for refining and improving the system, which underscores the importance of initiating a study to gather residents’ opinions through interviews and surveys.

2. Forty marks are allocated for the JCAT or FCPS part 1 exam. Candidates who have passed FCPS One receive 30 marks out of 40. JCAT candidates receive marks based on their performance (obtained marks divided by total marks, then multiplied by 40).
3. Twenty marks are allotted for the Degree, including Islamiat and Pak Studies marks.
4. Three marks are granted for University Positions, with 0.6 marks for each position (1st, 2nd, or 3rd) for MBBS students and 0.75 marks for BDS students, specifically at the university level.
Marks for experience
5. Ten marks are given for Experience, based on the duration and type of service in hospitals/institutes.
– Experience of three or more months is considered.
– Various marks are awarded based on the type of healthcare facility and duration served.
– BHU, RHC, and Rural dispensaries: 1.25 marks for three months (up to 2 years counted).
THQ, Non-teaching DHQ, and urban dispensaries: 0.75 marks for three months (up to three years and four months counted).
– Tertiary Healthcare Level: 0.5 marks for three months (up to 5 years counted).
– Experience in PKLI Lahore and Multan Institute of Kidney Diseases, Multan, is assessed as per tertiary care level criteria.
– Major Hospitals of PESSI Punjab (100 or more beds) and Indus Foundation PHFMC are also considered.
– Indus Foundation Managed THQ level Hospitals of Govt of Punjab: The criteria are the same as those of THQ, Non-teaching DHQ, with 0.75 marks awarded every three months (up to 3 years and 4 months).
– Jail Hospital experience: Up to 1.25 points for every three uninterrupted months (Morning Shift), up to 1.50 points (Evening Shift), and up to 1.75 points (Night Shift), with a maximum score of 10.
Adhoc Appointments
– A maximum gap of 7 days between consecutive ad-hoc appointments in the same institute is considered for experience marks.
– Experience marks only awarded for work in Punjab Govt. Hospitals (Under Primary & Secondary Healthcare Department and Specialized Healthcare Department).
– No marks given for experience in private hospitals, Armed forces hospitals of Punjab, other provinces’ Govt. Hospitals, or private hospitals.
House Job
– 5 marks for a house job from the parent institution of Punjab, and 2.5 marks if not.

7. Preference for Parent Institute: Five marks are awarded for selecting the parent institute (where MBBS/BDS was completed) among Punjab Government institutes. Private institutes are not eligible for this consideration.
Attempt Marks
– For Local Graduate MBBS:
– 1 mark is given for each professional year if achieved more than 75% marks and completed on the first attempt.
– A 0.5 mark is awarded for each professional year if less than 75% of marks were obtained but completed on the first attempt, or if more than 75% of marks were scored but completed on the second attempt.
– For Local Graduate BDS (assumed criteria):
– 1.25 marks for each professional year if achieved more than 75% marks and completed on the first attempt.
– 0.625 marks for each professional year if less than 75% marks were obtained but completed on the first attempt, or if more than 75% marks were scored but completed on the second attempt.
– For Foreign Graduates (Pakistani Nationals):
– 1.67 marks for each NEB Step if achieved more than 75% marks.
– 0.83 marks for each NEB step if less than 75% marks were obtained.
Seat Distribution
Seat Distribution in Central Induction Policy (CIP):
– 50% of total seats reserved for FCPS Candidates.
– 50% of total seats allocated for MD/MS/MDS Candidates.
The majority of seats (93%) are designated for Punjab residents.
– 6% of seats allotted for other regions, distributed as follows:
– 2% for foreign candidates.
– 2% for AJK, Gilgit, and Islamabad.
– 2% for Sindh, KPK, and Baluchistan.
– 1% reserved for disabled candidates from Punjab Province in the disciplines of Anesthesia, Radiology, and Pathology.
Note: Choosing the disabled quota prevents applying to any other quota/general quota.

Documents Required:
The following documents are required to apply for the Central Induction Policy (CIP).
1. CNIC (Front & Back).
2. Profile Picture.
3. Domicile (Front & Back): The back is typically “white / Clear” with no data, but please upload both sides.
4. Detailed Marks Certificates of MBBS/BDS: If passed through the semester system, include eight or ten documents. Scan two documents together from the same year, then upload.
5. House Job Certificate.
6. Matriculation Certificate.
7. MBBS Degree Certificate: If not issued yet, upload a token issued by the University after applying for the degree. A Provisional certificate may suffice.
8. PMDC/PMC Certificate: If expired and renewal is applied, upload the screenshot. If renewal has not yet been applied, do so via the Online portal of PMC. Details are available on the Online Portal.
9. Distinction Certificates issued by respective universities (if any).
10. Work Experience Certificates.
11. Attempt Certificate: Issued by the Principal, stating your marks and attempts in each professional. Details are typically mentioned in the detailed marks sheet. Download the Sample Attempt Certificate for reference.
12. University Certificate showing distinction in each/any subject of university examination.
13. Foreign Graduates must submit a PDF Scan of the PM&DC/PMC Equivalence.

14. Research Paper Links: Provide proper links (DOI Links) opening the article or its abstract directly. Marks will be given only to the first three authors.
15. Scanning Documents: Scan documents in JPG or JPEG format. Avoid using mobile scanners as they may result in poor picture quality and lead to application rejection. Utilize high-quality scanners from any shop, typically costing around 10 rupees per document.
